TRAFFIC ALERTS

New traffic signal at Highway 43: Changes to the new signal are being made to improve traffic flow through the intersection, including adjustments to the signal timing.   All traffic on Hwy. 43 and the bridge will pass through the traffic signal until the new interchange opens in 2015.  Right turns on the red arrow light onto the bridge from northbound Hwy 43 are allowed when it is safe to do so.

On Monday 12/30/13, the traffic signal will be turned off during the daytime hours to remove and restripe some lines in the intersection.

Night lane closures on Hwy. 43:  Lanes will be closed Monday, Thursday, and Friday on Hwy. 43 near the bridge for installation of steel piles.  One lane will remain open in each direction from 7 p.m. until 6 a.m. Saturday. The night work will continue through the following week. Note: during this time the new signal at the west end of the bridge will be turned off and flaggers will be directing traffic.  Please use caution if you drive through this area, or use alternate routes.

Hwy. 43 weekday lane closures: The outside southbound lane of Hwy. 43 continues to be closed weekdays (except from 4 p.m. to 7 p.m.) between SW Taylors Ferry Road and the project limits south of the bridge while the contractor works on the retaining walls on the west side of Hwy 43.

TRAFFIC ALERTS

New traffic signal at Highway 43:  Traffic congestion increased on weekdays after the new traffic signal at the west end of the bridge was activated on December 11.  A number of changes are being implemented to improve traffic flow through the intersection, including adjustments to the signal timing.  Drivers should see improvements in traffic flow in the next week.  All traffic on Hwy. 43 and the bridge will pass through the traffic signal until the new interchange opens in 2015. 

Night lane closures on Hwy. 43:  Lanes will be closed tonight on Hwy. 43 near the bridge for installation of steel piles.  One lane will remain open in each direction from 7 p.m. until 6 a.m. Saturday.  Night work resumes December 30 after a one-week break.

TRAFFIC ALERTS

New traffic signal at Highway 43: The new traffic signal at the west end of the bridge was activated on December 11 (see photos). The new traffic pattern is different, with northbound traffic to the bridge using the right lane, instead of the left lane. The change has increased congestion in the area as drivers become familiar with the new configuration. Some sign changes and signal improvements are being made to improve traffic flow. All traffic on Hwy. 43 and the bridge will pass through the traffic signal until the new interchange opens in 2015. The Oregonian's website has a collection of photos of the traffic switch at west end of the project this week.

Night lane closures on Hwy. 43: Lane closures are scheduled on Hwy. 43 near the bridge December 16 – 20 to allow steel piles for the new interchange to be installed under existing traffic lanes. One lane will remain open in each direction at most times, with occasional flagging on one lane when equipment needs to be moved. Work hours are from 7 p.m. until as late as 6 a.m.

Hwy. 43 weekday lane closures: The outside southbound lane of Hwy. 43 is closed weekdays (except from 4 p.m. to 7 p.m.) between SW Taylors Ferry Road and the project limits south of the bridge while the contractor excavates the hillside west of the highway. On Monday, December 16, the outside northbound lane will be closed south of the bridge from 9 a.m. until early afternoon while a PGE crew works on power poles on the east side of the highway.

Sellwood Bridge traffic alert: Construction on west side evening of Dec. 10

Project Notice - December 10, 2013

A concrete pour on the west side of the Sellwood Bridge will last until about 6 p.m. this evening. Traffic at the west end of the bridge will be stopped for about one minute each time a concrete truck enters the work zone. No lanes on the bridge or Highway 43 will need to be closed during tonight's rush hour.

Project Notice - December 10, 2013

A new traffic signal will be activated at the west end of the Sellwood Bridge before the afternoon commute on Wednesday, December 11. The work will require lane closures in the area between 9 a.m. and 4 p.m. That day the northbound ramp of Highway 43 that passes under the bridge will close permanently so that work can begin on the east half of the new interchange. Traffic on Highway 43 and the bridge will pass through the new signal until the new two-level interchange opens in fall 2015.

Daytime lane closures on Hwy. 43:  The northbound slip lane of Hwy. 43 that passes under the bridge will be closed on Tuesday and Wednesday, December 3 - 4, from 9 a.m. until as late as 4 p.m.  The lane closure will allow a construction crane to perform work on the new interchange.  During the lane closure, northbound traffic will be flagged through the intersection with the bridge. Northbound traffic is likely to experience delays, so drivers may want to use an alternate route.

Tree removal on west side:  The outside northbound lane of Hwy. 43 will be closed south of the bridge on Monday night and north of the bridge on Tuesday and Wednesday nights from 7 p.m. until as late as 6 a.m., during removal of trees on the east side of the highway.  The work north of the bridge will require two lanes to be closed.  Tonight’s work will require the outside southbound lane to be closed during late tree removal near River View Cemetery, after the east side work is completed.  Highway traffic will always have an open lane in each direction during the night work.

Sellwood Bridge construction will require a closure of the northbound slip lane of Highway 43 that passes under the bridge on Tuesday, November 26, from 9 a.m. until as late as 4 p.m. The lane closure will allow the contractor to remove pilings from the old bridge that need to be removed for construction of the new bridge. During the lane closure, northbound traffic will be flagged through the intersection with the bridge. Northbound traffic is likely to experience delays, so drivers may want to use an alternate route. A traffic alert will be sent out if the work extends into Wednesday.

Hwy. 43 lane closures this weekend: South of the bridge, crews will work around the clock from 11 p.m. on Friday until as late as 6 a.m. on Monday to install a large concrete block that will support an underground water line. Flaggers will direct traffic on a single lane between the bridge and the southern limits of the project. Travelers can avoid delays by using alternate routes.

Two lanes of Highway 43 are closed north of the Sellwood Bridge until as late as 8 p.m. this evening, due to construction work related to the new Sellwood Bridge.  Drivers are encouraged to use alternate routes if possible to avoid expected traffic congestion.

A Portland Water Bureau crew is installing a valve in a water line beneath the highway near the entrance to Macadam Bay, as part of work to relocate the line.  The crew encountered unexpected conditions today which has added several hours to the lane closures.  One southbound and one northbound lane will be open until the work is completed about 8 p.m. tonight.

Sellwood Bridge construction will require major traffic changes on Highway 43 near the bridge November 20-25, including 24-hour work this weekend.  Travelers can avoid delays by using alternate routes.  Most of the work is related to a major water line under Highway 43 which will be relocated in 2014 due to bridge construction.

Traffic impacts this week include:

Wednesday:  

  • From 9 a.m. to 2 p.m. Highway 43 traffic will be reduced to a single lane between the bridge and River View Cemetery’'s entrance during a concrete pour for a bridge foundation shaft.  Flaggers will direct traffic on the open lane.
  • From 9 a.m. to noon one of two northbound lanes will be closed between the bridge and the Macadam Bay driveway while crews saw-cut asphalt in the closed lane in preparation for water line work.
  • From noon to 4 p.m. a crew will saw-cut asphalt in a closed northbound lane south of the cemetery entrance. One northbound lane will be closed until 4 p.m.

On weekdays the contractor also closes a northbound lane from 9:30 a.m. to 3:30 p.m. between the bridge and Freeman Motors.  The northbound slip lane of Hwy. 43 will continue to be closed south and north of the bridge from 9 a.m. to 3 p.m. next week.  Northbound Highway 43 drivers may want to choose an alternate route to avoid daytime delays.

Permanent closure of Hwy. 43 northbound slip lane scheduled for early December:  The slip lane that passes under the Sellwood Bridge is scheduled to close in early December so work can begin on the east half of the new interchange.  When the lane closes, all traffic on Highway 43 and the bridge will pass through a new traffic signal.  The contractor will install electrical lines for the signal in the next few weeks.

Springwater Trail Closure: The trail will remain closed one more week from 9 a.m. to 4 p.m. on weekdays for a slide repair, weather permitting.  This work is not related to the Sellwood project.

Night work related to the Sellwood Bridge project will impact Highway 43 traffic at times tonight from 7 p.m. until as late as 5 a.m. Friday morning. A contractor will move two historic stone columns at the entrance to River View Cemetery south of the bridge. Highway traffic will be stopped several times for a few minutes while a PGE crew removes an overhead power line and installs a new line over the highway. Both tasks are part of the work to rebuild the interchange at the west end of the bridge.

Paving work related to Sellwood Bridge construction will impact traffic today and tomorrow:

October 30: Paving on the southbound side of Highway 43 near the west end of the Sellwood Bridge is expected to impact traffic this afternoon.  Southbound drivers may want to use an alternate route to avoid delays.  Northbound traffic should not be affected.  The paving is in preparation for a road alignment change in November that is part of the work build a new interchange.

October 31:  A section of a private road through River View Cemetery will be closed for paving near Highway 43.  A lower section of the road has been closed to motor vehicles since September.  From 9 am to 4 pm on Thursday the road will also be closed to bicyclists and pedestrians due to the paving.  Alternate routes include SW Palatine Hill Road (to the south) and SW Taylors Ferry to SW LaView Drive to SW Nevada to SW Corbett to SW Custer to SW Brier Place to SW Barbur (to the north).

We regret any inconvenience drivers and trail users may experience during the paving.

Some changes to on-street parking on SW Miles Street will be needed on Thursday morning, October 31 when a large crane is removed from the Stephens Creek work zone.  The crane was used to install the concrete arch culvert last week (see photo below).  On-street parking spaces will be closed on SW Miles Street on both sides of the street between the construction haul road and SW Macadam Street from 9 a.m. until as late as 12 noon.  SW Miles Street will need to be closed for 10 - 15 minutes during this time when the crane is moved up the street.  Parking will reopen on SW Miles Street as soon as the crane is removed.  We regret any inconvenience to neighbors or businesses during this operation.

Paving near the west end of the Sellwood Bridge and Highway 43 will impact traffic this Wednesday, October 30, and Thursday, October 31, between 9 am and about 4 pm.

  • Wednesday: The contractor will need to close Highway 43 traffic lanes near the bridge during paving.   North and southbound access will be maintained but drivers should expect delays near the bridge and consider using alternate routes. 
  • Thursday: A portion of a private road through River View Cemetery will be closed for paving near Highway 43.  A lower section of the road has been closed to motor vehicles since September.  During paving on Wednesday the road will also be closed to bicyclists and pedestrians.  Alternate routes include SW Palatine Hill Road (to the south) and SW Taylors Ferry to SW Fulton Park to SW Kelly to SW Custer to SW Brier Place to SW Barbur (to the north).

The paving is weather dependent and subject to change.  It may be rescheduled later this week if needed.  We regret any inconvenience drivers and trail users may experience during the paving.

New Cemetery Driveway:   The contractor will be paving the new access to the cemetery on Between Tuesday and Friday of next week. (weather permitting).  In addition to the existing southbound outside lane closure, motorists should expect delays as flaggers will be stopping traffic as equipment moves in and out of this area. The new driveway is expected to open in November.

The cemetery trail will be closed bike and pedestrians on Wednesday, Oct. 30 from 9:00am to 4:00pm for paving of the road (weather permitting).  There will be detour signs and flaggers at the access points.

Hwy. 43 Speed Zone Extended North: The 25 mph construction zone speed limit has been extended for northbound traffic to SW Nevada St.  The 25 mph zone for southbound traffic begins across from Freeman Motors.  The speed limits are enforceable at all hours.

Springwater Trail Closure: The trail is closed weekdays from 9 a.m. to 4 p.m. one mile south of the Ross Island Bridge due to erosion repairs.  The work is not related to the Sellwood Bridge.  The trail is expected to reopen by November 15.

Hwy. 43 Speed Zone Extended North: The 25 mph construction zone speed limit has been extended for northbound traffic to SW Nevada St.  The 25 mph zone for southbound traffic begins across from Freeman Motors.  The speed limits are enforceable at all hours.

Parking Change on SW Miles Street:  Parking spaces on the south side of SW Miles Street will need to be closed next week to allow trucks to deliver large sections of pre-cast concrete for the arch culvert that is being built over Stephens Creek.  No parking signs will be posted today but parking will be allowed until Tuesday.  The parking spaces will be reopened as soon as the last delivery is made.

Cemetery Entrance: The entrance from Hwy. 43 to River View Cemetery is closed to motor vehicles west of the funeral home for several more weeks. A narrow path through the work zone is open for bicyclists and pedestrians.  Bicyclists should obey traffic signs and walk bikes, and stay on the designated pathway.

A large concrete pour for one of the river pier foundations for the new Sellwood Bridge is scheduled tomorrow, Tuesday, October 1.  The work zone is on the west side of the river.  Crews will start work at 3:30 a.m. and work lights will be used.  Concrete truck deliveries will arrive continuously from 5:30 a.m. until about 2 p.m. The concrete needs to be poured continuously. The deliveries may add to traffic congestion during the morning commute.

Cemetery Entrance: The entrance from Hwy. 43 to River View Cemetery is closed to motor vehicles west of the funeral home for several more weeks. A narrow path through the work zone is open for bicyclists and pedestrians.  Bicyclists should obey traffic signs and walk bikes through the work zone, due to the steep, curving grade and loose gravel (see photo).  The cemetery is private property so please stay on the approved route.

Sellwood Bridge construction will impact traffic near the bridge at times on Friday, September 20.
  • Eastside: A large concrete pour is scheduled from 4:30 a.m. until mid-afternoon for the final river pier foundation shaft.  Concrete trucks will access the site via SE Spokane St. and SE Tacoma St.  Work lights will be used starting at about 3 a.m.  
  • Westside: A southbound lane of Highway 43 will be closed just south of the bridge from 9 a.m. until early afternoon to allow a large delivery of steel for the retaining wall being built on the west side of the highway.  Flaggers will also need to hold highway traffic near the bridge at times to allow equipment to be delivered into the area where the ramp from the bridge to Highway 43 south was closed earlier this month.

Sellwood Bridge construction will require closures of the outside southbound lane of Hwy. 43 south of the bridge on two days this week, during off-peak travel hours.

  • Wednesday, September 18: The southbound lane will be closed between the bridge and the entrance to River View Cemetery from 9:30 a.m. until as late as 11 a.m. while a truck delivers temporary light poles.
  • Friday, September 20: The southbound lane will be closed between the bridge and the southern project limits from about 9 a.m. until noon while steel beams are delivered for the retaining wall being built on the west side of the highway.

One southbound lane will remain open during these deliveries, but travelers should expect delays due to the lane closures.

Motorists should expect long delays, especially during the rush hours and we encourage drivers to seek alternate routes if possible. Taylors Ferry U-Turn – The new turnaround is paved and will open to traffic around 6 a.m. on Tuesday, September 3. Curbs and lane striping will be added next week. The ramp from the bridge to Highway 43 will close permanently on September 3 around 6 a.m. For the next two years, bridge traffic will need to use the Taylors Ferry turnaround to access Highway 43 southbound (see graphic). The ramp will stay open to bicyclists and pedestrians travelling to River View Cemetery until a new traffic signal opens in late October. Work on the new Sellwood Bridge will create some traffic impacts in the project area this week:

  • On Tuesday, August 20, a major concrete pour is scheduled for a river pier foundation.  About 60 concrete truck deliveries will be made to the east work bridge from SE Spokane St. between 5 a.m. and mid-afternoon.  No street parking will be allowed on SE Spokane St. between Oaks Park Way and 6th Ave. during the concrete pour (see map).  The additional construction traffic will add to morning congestion on SE Tacoma St.
  • Night work is scheduled August 20 - 23 on the retaining wall on the west side of Highway 43 between the bridge and the Macadam Bay driveway.  One southbound lane and one northbound lane of Highway 43 will be closed from 7 p.m. until about 6 a.m.

One southbound lane of Hwy. 43 will be closed after 9 a.m. The U-turn will open to traffic later this month. When the ramp from the bridge to southbound Hwy. 43 closes permanently in September, bridge traffic will need to use the U-turn to access southbound Hwy. 43.

Cemetery Trail – As we reported earlier today, the project has accommodated requests from the public to maintain access for bicyclists and pedestrians during construction of a new entrance to River View Cemetery from Hwy. 43.  A path will be maintained through the work zone for bicyclists and pedestrians only during the work from August 12 through September.

Keeping the road open to bicyclists and pedestrians will require the cooperation of trail users who will be passing through an active construction zone.   Important details of the plan include:

  • The construction zone includes about 100 yards of the road in a steep, curving section above the funeral home near the entrance from Hwy. 43 (see red line in map graphic to the right).
  • A narrow path (3 – 4 feet wide) will be maintained along the edge of the work zone.  The path surface will shift from pavement to gravel, surface conditions will change daily, and heavy construction traffic will be nearby.
  • During work hours (typically from 7 a.m. to 4 p.m. weekdays), flaggers will direct traffic at each end of the work zone.  Bicyclists will need to dismount and walk their bike through the work zone for safety.
  • The trail will be open during some non-work hours. Trail users should use caution when passing through the area at non-work times, especially at night.  The cemetery closes the road in the late evening. 
  • The cemetery road remains closed to all motorized traffic above the funeral home from August 12 until late September.  The funeral home can be accessed from Hwy. 43 during construction.

Typically, public access would not be permitted inside a work zone.  The cemetery and project team are willing to maintain public access to trail users as long as users comply with these safety rules and follow the direction of flaggers and traffic control devices.  If users do not comply, the trail will need to be closed for public safety.  We appreciate everyone’s cooperation so that we can keep the trail open.

Bridge Pedal on Sunday – Please note that the westbound lanes of the Sellwood Bridge will be closed from 5:30 a.m. to 9 a.m. on Sunday, August 11 during the annual Bridge Pedal event.  The Hawthorne and Marquam bridges are open westbound when the Sellwood is closed.

Big Oaks Park Event Monday Afternoon – About 4,000 people are expected to visit Oaks Park on Monday, August 12 from 4 p.m. to 9 p.m. for an event.  Bridge traffic will be especially heavy that afternoon.

Cemetery Entrance – After we announced an upcoming construction closure of a road in Riverview Cemetery last week, we heard from bicyclists concerned about the safety of alternate east/west routes.  This week the project team worked with Riverview Cemetery staff to revise the traffic plan so that bicyclists and pedestrians will be able to use the road during construction of the new cemetery entrance from August 12 through September.

A concrete pour at the east end of the Sellwood Bridge on Thursday, August 8 is expected to impact morning commute traffic on SE Tacoma St. and the bridge. The contractor will be pouring concrete for the east bridge abutment starting at 8 a.m. in an operation expected to last until about 4 p.m. A concrete pour on the west side of the river is also scheduled in the same period, which may impact Hwy. 43 traffic. Many concrete truck deliveries will be required throughout the day at SE Tacoma and SE 6th Ave. and on Hwy. 43 at the construction entrance north of the bridge. Drivers may want to avoid delays by using alternate river crossings such as the Ross Island Bridge, especially during the morning commute.

  • Cemetery Entrance – Next week the contractor plans to begin building the new entrance to Riverview Cemetery which will line up with the new bridge.  Currently, the entrance is south of the bridge.  During this work, the cemetery funeral home will still be accessible from its current entrance south of the bridge.  However, the road within the cemetery will be closed just above the funeral home.  Unfortunately, this work in a very steep area will also close the trail that bicyclists and pedestrians use in the cemetery. 

From August 7 through September, trail users will need to use an alternate route.  To the north, the westside trail and Taylors Ferry Road lead to the north entrance to the cemetery road network.  To the south, Hwy. 43 leads to SW Palatine Hill Road and destinations such as Lewis and Clark College.

  • Eastside Concrete Pour August 8 --  Truck deliveries are scheduled from 5 a.m. until about 5 p.m. on Thursday, August 8 for the next big concrete pour for a river pier foundation.  Concrete trucks will enter from SE Spokane St. and SE Oaks Park Way.  A “No parking” zone will be set up on Spokane between 6th Ave. and Oaks Park Way during the pour.  Flaggers will direct traffic to ensure local access is maintained.
  • Taylors Ferry/Macadam Trail Detour --  The north pedestrian crossing of Macadam Ave. at Taylors Ferry Rd. closed today, due to construction of a U-turn for northbound Macadam traffic.  Pedestrians can cross Macadam westbound at SW Nevada St. and follow Macadam’s east sidewalk to Taylors Ferry.  The crosswalk at Taylors Ferry will reopen at the end of the project.

  • Miles Street Temporary Parking Change:  A no parking zone is in place on sections of SW Miles St. and SW Miles Place through Tuesday, July 30 from 9 a.m. to 3 p.m. to allow the contractor to bring in heavy equipment for the Stephens Creek culvert replacement. 
  • Taylors Ferry/Macadam Trail Detour:  In early August the north pedestrian crossing of Macadam Ave. at Taylors Ferry Rd. will close, due to construction of a U-turn for northbound Macadam traffic.  Pedestrians can cross Macadam westbound at SW Nevada St. and follow Macadam’s east sidewalk to Taylors Ferry.  The crosswalk at Taylors Ferry will reopen at the end of the project.

The contractor constructing the Sellwood Bridge will resume pile driving in the river on Wednesday, July 10, the first day of the in-water work period permitted by environmental regulations.  On Wednesday only there will also be traffic changes on Highway 43 related to construction.

  • Highway 43 Traffic Lane Closure:  Two lanes of Highway 43 will be closed on Wednesday from 10 am to 2 pm between the bridge and Freeman Motors (south of Taylors Ferry Road).  The lane closures are needed to allow the contractor to re-position equipment being used to construct a retaining wall on the west side of the highway. 
  • Summer Pile Driving: Pile driving in the river is scheduled from July 10 through October 15. The piles are needed to complete the west work bridge and new river pier foundations.  From July 10–31 the contractor plans to drive piles Monday through Saturday between 7 am and 6 pm.  Pending progress in July, the contractor will shift to a Monday to Friday schedule in August.

  • Eastside Concrete Pours July 1 & 3: Concrete truck deliveries are scheduled Monday, July 1 for the easternmost bridge approach footing and Wednesday, July 3 for Bent 6 on the east bank. The Monday morning pour could briefly impact traffic near Tacoma Street and 6th Avenue. Wednesday’s pour will require more concrete truck deliveries entering from Spokane St. and Oaks Park Way over an eight hour period starting in the morning.   • Hwy. 43 Lane Closures: The outside southbound lane of Hwy. 43 remains closed weekdays (except from 4 p.m. to 7 p.m.) between SW Taylors Ferry Road and the project limits south of the bridge while the contractor excavates the hillside west of the highway.  Saturday, the contractor will be working in the area between 7 a.m. and noon.  Monday through Friday nights this week (7 p.m. to 5 a.m.) the contractor will close one southbound and one northbound lane just north of the bridge to drill and install piles for the retaining walls. (See attached photo) Motorists should expect delays up to 20 minutes while cranes enter and leave the area. Note: Portland Police will beef up patrols in the evening to curb speeding through this area.
  • Westside Trail Detour:  Excavation for replacing the culvert over Stephens Creek continues. The westside trail is closed during the culvert construction and trail users will need to follow a detour between Macadam Bay and Willamette Park.  The detour follows the east sidewalk of Hwy. 43/Macadam Ave. north from Macadam Bay’s driveway to SW Nevada St., where it turns right to rejoin the trail in Willamette Park. Please do not use the old trail during construction.
  • SE 6th & Tacoma Work Zone: The contractor will be conducting continuous pouring of concrete for two piers of the new bridge.  Concrete trucks will come in continuously between approximately 7:30 a.m. and until 8 or 9 p.m. on Wednesday and Thursday. Flaggers will direct traffic in the 6th and SE Tacoma area during this time period.
  • Springwater Trail: Steel plates cover a short section of trail south of the bridge on days when heavy equipment needs to cross the trail.  Flaggers are directing traffic during construction. Plates are removed on weekends.

  • SE 21st & Tacoma Culvert Replacement Starts: Traffic will be impacted starting June 10 as the U.S. Army Corps of Engineers begins work to replace a culvert that carries Crystal Springs Creek under Tacoma. 

Traffic will remain open in both directions on Tacoma but drivers should expect work day delays as construction equipment is moved into the area.  In July travel lanes will be narrower and shifted to one side of the street, while half the culvert is constructed on the other side.  Nearby parking will be restricted and access to some residences and businesses will be impacted.

This is one of nine culverts along the creek that will be replaced by 2015 to help salmon and trout recovery.  Portland’s Bureau of Environmental Services is a project partner.  The attached map shows the traffic impacts of the project.  For more information, visit the project website.

  • Taylor’s Ferry Turn-Around: Next week the contractor will construct a turnaround in the traffic island at Hwy. 43 and SW Taylors Ferry Rd. The turnaround will allow northbound traffic to make a U-turn in 2014 when construction will prevent bridge traffic from turning south onto Hwy. 43. The outside southbound lane of Hwy. 43 will be closed from 9 am to 4 pm next to the traffic island during the work.
  • 6th & Tacoma Work Zone: The contractor has started construction of Bent 11, the easternmost column of the bridge, on the south side of Tacoma St. west of SE 6th Ave. Flaggers are directing traffic in this area during construction.
  • Springwater Trail: On May 20 the contractor will place steel plates over a section of the trail on the south side of the bridge, to protect the trail from construction equipment. Asphalt transition ramps will be added at each end of the plates, which will be painted orange for increased visibility. Signs will alert trail users about the plates, which will be coated with a non-skid surface for improved traction.
  • Speed Limit Reminder: The speed limit on the bridge and in the work zone on Hwy. 43 is 25 mph. The speed limit is in effect at all hours and days of the week. Please note that drivers can be fined for parking in a construction zone.

Flaggers will direct traffic at the west end of the Sellwood Bridge on Friday, May 10 between 9 am and about 2 pm while the bridge contractor installs concrete barricades along SE Tacoma St. between SE 6th Ave. and the west end of the bridge.  Installation of the barricades will require a single lane closure at times, with flaggers directing two-way traffic in the open lane. Bridge users can avoid delays by using an alternate route such as the Ross Island Bridge.

  • Recent Traffic Congestion:  Morning traffic jams occurred in the project area this week on Monday and Thursday.  The cause was a malfunctioning traffic signal at SW Nevada and SW Macadam, north of the project.  The City of Portland is working to fix the signal, which went into a “Flash” mode that caused each vehicle to stop.  This work is not related to the bridge project.

  • Night: Blasting is scheduled on March 20 and 21 as part of the work to widen Highway 43 for the new bridge interchange.  On blast nights, intermittent closures of traffic lanes will happen between 7 pm and 5 am. Highway and bridge closures will last up to 20 minutes for each blast. Five minutes and one minute before each blast, a warning siren will sound. The siren is usually louder than the blast itself. Two or three blasts are scheduled each night between 9 pm and 3 am.  Travelers can avoid delays by choosing alternate routes on blast nights.
  • March 21:  On Thursday Century Link will be at the Macadam Bay driveway splicing fiber optic lines from 9 am to 3:30 pm.  The northbound curb lane of Hwy. 43 will be closed for this work from the old Staff Jennings driveway to Macadam Bay’s driveway.  Flaggers will direct northbound traffic.    

Traffic Congestion:  As Sellwood Bridge commuters know, traffic congestion increased on weekday mornings several weeks ago when excavation work began on the west side of Hwy. 43.  This week our project made some changes to improve traffic flow during peak commute hours.  Flaggers are giving more priority to commute traffic.  Some traffic congestion is inevitable due to all the construction activity, but morning traffic has improved since the changes were made.

Night blasting for the Sellwood Bridge project has been rescheduled from tonight to next Wednesday, March 20. The blasting subcontractor postponed tonight's blast to perform more work on the next section of rock that will be blasted.  

The first two blasts last night (at 11:40 pm and 3:35 am) were very successful in fracturing rock on the hill west of Highway 43.  Multnomah County received no complaints about noise from the blasts or traffic delays. The blasting is needed for the excavation work that will widen Highway 43 for a new interchange with the bridge.

Next week several blasts are planned the evenings of March 20 and 21.  The blasting is expected to take four weeks to complete, with blasts several nights a week.

The outside southbound lane of Highway 43 will be closed as early as 7 a.m. between SW Taylors Ferry Road and the bridge on weekdays starting Tuesday, February 26. The lane will reopen by 4 p.m. The early lane closure will be in place while the contractor excavates the hillside west of the highway and builds retaining walls. The outside northbound lane of Highway 43 will be closed at times south of the bridge on Feb. 27-28 while a PGE crew installs a new powerpole and overhead wires.

TRAFFIC ALERTS

  • On Monday, Feb. 25 (from 10 am until as late as 2 pm) bridge traffic will be reduced to a single lane during a deck joint repair.  Flaggers will direct two-way traffic during the lane closure.
  • The outside southbound lane of Hwy. 43 will be closed as early as 7 a.m. between SW Taylors Ferry Road and the bridge starting next week while the contractor excavates the hillside west of the highway.
  • The outside northbound lane of Hwy. 43 will be closed at times south of the bridge on Feb. 27 – 28 while a PGE crew installs a new power pole and overhead wires.

West Side Work

Retaining Walls The contractor continues to build access roads on the west side of Highway 43 in preparation for excavating the hillside (see photo).  Retaining walls will be built this year along the west side of the highway.  Night-time blasting is expected to start in March, but several permits are still needed.  More information on blasting will be shared as details are confirmed.

By late 2013 traffic lanes will shift west so that the contractor can begin to build the east side of the interchange. 

Landslide Work – A heavy amount of landslide stabilization work is happening on both sides of the bridge (see photo).  This work should be completed in April. 

East Side Work

Work Bridge Constructing the east work bridge and its land approach is a key task for March.  Next week the contractor will lay down rock for the access road to the work bridge and build a pad for a crane. In coming weeks horizontal structural elements will be added to the river spans. The east and west work bridges will be used as platforms to build the new bridge.

Correction The Feb. 19 field work notice noted that “Pile driving will not be needed for the work bridge piers near the river.”   In fact, the contractor is still studying the best method to install foundations for the work bridge, which could include pile driving.  Watch for news on this in a future Field Work notice.

Steel that was used in the bridge move last month has been moved to the east bank (see photo).  This steel will be moved to a storage yard and re-used on other parts of this project.

Sellwood Harbor – Work on the new end wall of the three-story residential building next to the bridge should wrap up in the next two weeks.

River Work

The contractor has completed removal of the gear and work decks that were used to move the truss span in January.  The beams between the old and new bridge piers have been cut off and removed.  Removal of the old concrete river piers is scheduled for this spring.

Work on the approach to the east work bridge continues through early March.  Due to large underground boulders near the river bank, a spread-footing concrete foundation rather than piles will be used to support the work bridge approach.  Pile driving will not be needed for the work bridge piers near the river.  The east and west work bridges will be used as platforms to build the new bridge.

West Side Work

Retaining Walls – Light poles on the west side of Highway 43 were removed last week in preparation for construction of retaining walls on the west side (see photo by Daniel Kalfayan).  Lights have been installed on the eastside of the highway.  The contractor has installed concrete barriers along the west shoulder and is constructing a work road that will be used to construct the retaining walls.

Excavation of the slope on the west side of Highway 43 will require blasting, which will occur at night.  Explosive charges will be placed deep underground to break up rock and make it easier to excavate.  Blasting is scheduled to start in early March.  Our next field work update will include more information about blasting.

By the end of this year, traffic lanes will be shifted west so that the contractor can begin to build the east side of the interchange. 

Macadam Bay  Century Link’s installation of a new telecommunications line in the driveway to this floating home community should be completed this morning. Residents are able to use the driveway during the work.

Landslide Work – Landslide stabilization work is on schedule to be completed in April.

TRAFFIC ALERT: Work will delay traffic on Sellwood Bridge and Hwy. 43 on Feb. 14

Construction work will impact traffic on the Sellwood Bridge and on Highway 43 south of the bridge on Thursday, February 14 during off-peak travel hours.  From 10:30 am to 11:30 am a single lane will be closed at the east end of the bridge while crews repair a deck joint.  Flaggers will direct traffic in a single lane at a time around the work.  From 9 am to 3 pm one or both southbound lanes will be closed on Highway 43 between the bridge and a half mile to the south.  The lane closures will allow the contractor to bring in barricades and other equipment that will be used when the hillside on the west side of the highway is excavated.

Travelers can avoid delays by using alternate routes such as the Ross Island Bridge or SW Terwilliger and SW Taylors Ferry.

River Work

The contractor continues to remove the gear and work decks that were used to move the truss span in January.

Work on the approach to the east work bridge continues through February 22. The east and west work bridges will be used as platforms to build the new bridge.

West Side Work

Path improved – This week the contactor improved a path between the bridge and the entrance to Riverview Cemetery (see photo below).  Compacted gravel was put down along an unofficial path that bicyclists refer to as “the goat trail.”

Retaining Walls – Work on a major feature of the project begins next week.  The slope on the west side of Highway 43 where trees have been removed will be excavated in the next two months so that retaining walls can be built.  By the end of this year, traffic lanes will be shifted west so that the contractor can begin to build the east side of the interchange.  Next week’s work includes removing light poles and installing concrete barriers along the shoulder of the outside southbound traffic lane.  In March the contractor plans to blast rock to help excavate the hillside.

Highway 43 will be closed north of the Sellwood Bridge several times tonight while a contractor removes some trees on the west side of the highway.  The highway will be closed in both directions for up to 20 minutes several times from 8:45 p.m. until about 3 a.m.  The exact time of the closures is not known.  The road closures will allow the contractor to safely remove seven trees in preparation for widening the highway later this year.  Through traffic can avoid delays by using alternate routes, including the Ross Island Bridge and SW Taylors Ferry Road to SW Terwilliger Blvd.

Field Work Update - February 1, 2013

Coy Foster with our general contractor Slayden-Sundt took the photo below on the foggy morning of the bridge move.  The line of green light is from a laser that helped monitor the truss span’s alignment during the move.

River Work

Slayden-Sundt continues to remove the gear and work decks that were used to move the truss span.  At river pier 20, on the west side of the channel, the translation beam between the old bridge pier and the detour pier has been removed (see photo below).  The other translation beams will be removed in coming weeks.  The old concrete piers will be removed this summer.

The contractor will work on the approach to the east work bridge the next three weeks.  This work will require land-based pile driving on the east side near Sellwood Harbor and Riverpark condominiums on several days next week.  The residential complexes will be informed of the work dates as soon as the schedule is confirmed.

Work on the approach to the west work bridge begins February 18.  The temporary work bridges will be used as platforms to build the new bridge.

West Side Work

Tree Removal -- This week trees were removed between the old Staff Jennings property and Macadam Bay (see photo) in preparation for a construction haul road that will follow the old trolley alignment south from SW Miles Street.  This work will close this section of the Willamette Greenway Trail from 7 a.m. to 5 p.m. on February 4 - 5.  When the trail is closed, the southbound detour is SW Miles St. to east sidewalk of SW Macadam Ave. to rejoin trail at entrance to Macadam Bay floating homes.

The trees and trolley rail line will be replaced at the end of the project.  Several trees will also be removed on the west side of Highway 43 next week.

Next week the contractor plans to improve an informal trail along the southbound ramp from the bridge toward the traffic signal at Riverview Cemetery.  Compacted gravel will be added to improve the trail.

Hill Excavation -- Permits for the rock blasting on the west side of Highway 43 north and south of the bridge are expected in the next week.  In late February or March the hillside will be excavated in the area where trees were removed in order to widen the highway for the new interchange.  This month a subcontractor will bring in equipment to prepare for hillside excavation and construction of retaining walls.

Macadam Bay -- Century Link plans to install a new telecommunications line down the driveway to this floating home community next week.  Residents will still be able to use the driveway during the work.

The westbound lane of the Sellwood Bridge will be closed from 7 p.m. tonight, Jan. 28, until as late as 5 a.m. tomorrow, Jan. 29, while the contractor modifies the deck joint at the east end of the truss span to reduce vehicle noise.  Flaggers will direct traffic around the work zone, so the bridge will remain open to traffic in both lanes at all times.  Bicyclists and pedestrians will also be able to cross the bridge at all times.

The construction crew will modify the deck joint between the old truss span and a new section of the east approach.  The modification will reduce the noise that traffic makes crossing the deck joint.

Detour Bridge Reopens

The big news this week was the early opening of the detour bridge on January 23 after the 1100-foot truss span was moved into place on January 19 (see photo below taken by bridge user Brian Black). 

The engineering feat achieved by our team of general contractor Slayden-Sundt, move subcontractor Omega Morgan, and designer TY Lin International has received regional and national news coverage.  Members of the project team turned out to see the bridge officially open on Wednesday (see photo below). The truss span is one of the longest bridge sections ever moved in one piece.  See time-lapse videos of the move.

Bridge users tell us they like the detour bridge.  Our team is working on a modified design for a deck joint at the east end of the bridge to reduce the noise that traffic makes crossing it.

River Work

Slayden-Sundt will remove the gear and work decks used to move the truss span over the next two weeks.  Barges will transport the equipment from the work site.

Construction of two work bridges on the south side of the bridge continues.  The contractor will install decks in the next few months for these temporary bridges that will be used to construct the new bridge later this year. 

Work on the river pier foundations for the new bridge will start in April after the east work bridge is complete.

West Side Work

Nearly 4,000 feet of trolley tracks have been pulled up between the old Staff Jennings property and SW Miles Street as the contractor prepares to set up a construction haul road.  Next week a subcontractor will haul away the rails, wood ties and related material.  The rails and ties will be replaced when the bridge project is completed.

Temporary Trail Closure & Detour: Trees will be removed in the area between the old Staff Jennings property and Freeman Motors starting Monday, January 28.  Trees are being removed in preparation for replacement of a culvert at Stephens Creek, a new access for Macadam Bay, Highway 43 improvements and the future regional trail.

This work will close this section of the Willamette Shoreline Trail from 7 a.m. to 5 p.m. through Friday, February 1.  Additional trail closures for tree work are expected in February. The trail needs to be closed for safety during the tree removal. 

When the trail is closed, the southbound detour is SW Miles St. to east sidewalk of SW Macadam Ave. to rejoin trail at entrance to Macadam Bay floating homes.

Landslide Work: Landslide stabilization activity will pick up next week, following the bridge move.  Grade beams for several shear piles will be formed.  The Oregonian published an article about the major effort to stabilize the landslide so that it does not damage the detour bridge or the new bridge.

East Side Work

Sellwood Harbor: Work continues on the new end wall of the three-story residential building next to the bridge.  After the removal of several structures, it’s possible to see the wide alignment on the south side of the detour bridge where the new bridge will be constructed starting this year.

Construction Work Hours

Removal of construction debris continues today and next week (on the west side), but most other construction activities are shut down today and this weekend as workers get some much-needed rest after round-the-clock shifts during the bridge closure. Normal weekday work hours are 7 a.m. to 6 p.m. Work hours for eastside condominiums are 8 a.m. to 5 p.m. weekdays.


Sellwood Bridge reopens to traffic at 3:30 pm today

The Sellwood Bridge will reopen to traffic at 3:30 p.m. today after a week-long closure to set up a detour bridge.  The bridge was scheduled to reopen at 7 a.m. on January 24, but the contractor was able to complete work ahead of schedule.  It closed to traffic at 5 a.m. on January 17.  Slayden-Sundt Joint Venture is the project's general contractor responsible for constructing the detour bridge.  Omega Morgan was the sub-contractor responsible for the bridge move on January 19.  TY Lin International and McGee Engineering designed the detour bridge.

Multnomah County Commissioner Deborah Kafoury will be in the first car to cross the detour bridge when it reopens at 3:30 p.m.  Members of the news media are invited to view the opening from the east end of the bridge at SE Tacoma and SE 6th Ave.  Commissioner Kafoury will be driving across the bridge from east to west.

The speed limit on the detour bridge is 25 miles per hour.  The speed limit was reduced from the 30 mph limit on the old bridge due to curves that are part of the detour bridge design at the east and west ends and because it is near a construction zone.


Day Five of Bridge Closure

  • The independent engineer's two-day inspection of the truss span began this morning.  The same team of inspectors examined the truss span before the move. They will check the steel span thoroughly to confirm it is safe to open to traffic on Thursday.
  • Demolition debris from the old east and west approaches was processed for removal.  This work continues for several more days.
  • Deck joints are being repaired where the truss span connects to the east and west approach spans.
  • Electrical work was performed on the east approach streetlights.
  • Hand rail was installed on the east approach.

Today the contractor shifted from a 24/7 work schedule to one that will wrap up about 9 p.m. each day.  This will reduce the night-time construction noise and work lights for our neighbors.  We remain on schedule to reopen the bridge by 7 a.m. Thursday.

In addition to continuing the work described above, the contractor will pave the east approach and the west approach tie-in to Hwy. 43 tomorrow, as well as a section of the Macadam Bay driveway where trolley rails are being removed.  Work begins at 6 a.m.

Field work update - January 20, 2013
The contractor's team continued to make good progress today to get the detour bridge ready to open on Thursday at 7 a.m.  Here is a progress update on the fourth day of the bridge closure:
  • After the horizontal slide of the bridge was completed at 9:30 p.m. on Saturday, the truss span was jacked down onto bearings of the five detour bridge piers. Today the contractor welded the truss to the bearing at the middle pier.  The truss is allowed to expand and contract with temperature changes at the other bearing points. 
  • View a time-lapse video of yesterday's bridge slide. Some of the best photos we've seen of the bridge move are featured on OregonLive's website.
  • The old concrete west approach was demolished today (see photo below).  By midnight tonight, the northbound lane from Lake Oswego to Portland under the new west approach will reopen.  The traffic lane on the west side of the bridge entrance will close at the same time, so the contractor can work on the bridge connection to Highway 43.  The highway remains open in both directions during the bridge closure.
  • At the east end of the bridge, the contractor has paved most of the new approach, added a concrete barrier between the sidewalk and traffic lane, and installed a sidewalk railing.  The east approach will have a curve between 6th Ave. and the river.  The speed limit will be lowered from 30 MPH to 25 MPH partly due to this curve.
  • Work tonight will focus on reopening the northbound lane of Hwy 43 and the joint connections at each end of the truss. This work should not generate significant noise.
A two-day inspection of the truss span by independent engineers starts on January 21.  The steel sections of the truss will be thoroughly inspected before the bridge reopens to traffic.  
 
The entrance to Macadam Bay floating homes is scheduled to be paved on Tuesday, in connection with other paving at the west approach tie-in to Hwy. 43.  One side of the Macadam Bay driveway will remain open during the paving so residents can come and go throughout the work.

Field work update - January 19, 2013

As of 5:30 p.m. tonight, the northern journey of the Sellwood Bridge truss span was about 85% complete, with less than 8 feet to go.  The horizontal bridge move is expected to end by 8 p.m. tonight.  The weather was perfect for the move and the project team's plan was executed extremely well.  The team at Omega Morgan (subcontractor responsible for the move) and the Slayden-Sundt Joint Venture (general contractor in charge of the project) deserve a lot of credit for sliding one of the longest bridge sections ever moved.

The contractor will continue working a 24/7 schedule after the move is completed, as work shifts to tying in the truss span to the west and east approaches to the detour bridge.
 
An independent engineering inspection of the truss span begins next week, to confirm that the detour bridge is safe to open to traffic on Thursday.
 
On Sunday, January 20, demolition of the old west approach to the bridge will begin at 7 a.m.  The west approach was the weakest section of the old bridge and will be removed over the next several days.

Field work update - January 18, 2013

The contractor continued to make good progress today to set up the detour bridge.  On the second day of the Sellwood Bridge closure progress included:

  • Lifting the 10 bearing points of the truss span vertically several inches, in preparation for the big slide tomorrow.  The truss span weighs 6.8 million pounds and is almost 1100 feet long.
  • Demolition of another concrete span of the east approach
  • Installation of deck panels for the east approach tie-in to the detour bridge

The attached photos show some of the dramatic changes that are being made to the 87-year-old structure. The truss span is now completely separated from the east and west approaches, so workers climb a six-story staircase to reach the span. 

The project is on schedule for the horizontal slide of the truss span tomorrow, Saturday, January 19. Moving the span is expected to begin around 8:30 a.m. and last all day.

At this time, the project is on schedule for the bridge to reopen by 7 a.m. on Thursday, January 24.

Good progress was made today on the first day of the Sellwood Bridge closure.  Spans on either side of the truss span were demolished, work began on tying in the east approach to the detour bridge, and vertical jacking of the truss span began.  Weather conditions have been ideal for construction.

Demolition of approach spans on the east and west sides will continue tomorrow.  By the time the bridge reopens on January 24, the contractor hopes to have removed the entire west approach, the problem-plagued section of the bridge that has been cracked by a landslide.

Work will continue 24/7 until the bridge reopens.  Work that generates significant noise will take place between 7 a.m. and 8 p.m.  Lights will be used at night. The contractor will direct lights away from residences as much as possible.

The project is on schedule to move or "translate" the truss span north and attach it to the detour bridge piers on Saturday, January 19.  The operation begins at about 8 am and can be viewed in real time on our construction web cam.  The Sellwood-Westmoreland Business Alliance will host a Bridge Move Celebration at Oaks Pioneer Church, 455 SE Spokane St. on the day of the move starting at 11 a.m.

Field work update - January 11, 2013

January 17 - 24 Bridge Closure

The Sellwood Bridge will be closed to all users from 5 a.m. on Thursday, January 17 until 7 a.m. on Thursday, January 24 to set up the detour bridge.  The 1100-foot truss span will be moved in a full-day operation on Saturday, January 19, weather permitting.  The move is expected to start around 8 a.m. and could take 12 – 16 hours.

Hwy. 43 to Ross Island Bridge to Hwy. 99E is the posted northern detour route.  There will be lane closures on SW Naito Parkway for light rail work during the bridge closure, so travelers should consider using the Hawthorne or Morrison bridges if the Ross Island Bridge is congested.

Hwy. 99E to Interstate 205 (Abernethy Bridge) to Hwy. 43 is the southern detour. Hwy. 43 will remain open in both directions during the bridge closure.

River Work

The contractor continues to install equipment that will be used to slide the truss span on January 19.  We’ve added a new article and drawings showing how the bridge will be moved on our Big Move webpage

Construction of two work bridges on the south side of the bridge continues.  The work bridges will be used as a platform to construct the new bridge later this year. 

West Side Work

On Monday, January 14, the contractor will begin removing trolley rails and ties as work begins to build a construction haul road between the former Staff Jennings property and SW Miles Street.  Work will begin at the south end and advance north.  It will take about two weeks to remove the rails and ties.  There will be about two days of work when the rails are removed from the Macadam Bay driveway.  Macadam Bay residents will be notified when these dates are confirmed.

Landslide Work – Landslide stabilization continues north and south of the bridge.  There will be less landslide work during the bridge closure, to reduce the number of personnel and equipment working in this restricted area.

East Side Work

Sellwood Harbor Work: continues on the new end wall of the three-story residential building at the north end of the complex.  Three units were removed to make space for the new bridge.

Construction Work Hours:  The contractor plans to work on preparations for the bridge move this Saturday, January 12.  This work is not expected to generate much noise. 

During the week-long bridge closure, crews will work 24 hours a day, including the weekend of January 19 – 20.  The bridge closure week will bring more workers, equipment, noise and work lights than normal.  We regret any inconvenience to our bridge neighbors during the closure.

Outside of the bridge closure week, normal weekday work hours are 7 a.m. to 6 p.m. Work hours for eastside condominiums are 8 a.m. to 5 p.m. weekdays.

January Bridge Closure

The bridge will be closed January 17 – 24 to move the 1100-foot truss span to set up the detour bridge.  The bridge will close at 5 a.m. on Thursday, January 17 and reopen by 7 a.m. on Thursday, January 24.  The truss span will be moved in a full-day operation on Saturday, January 19, weather permitting. 

Hwy. 43 to Ross Island Bridge to Hwy. 99E will be the northern detour route. Hwy. 99E to Interstate 205 (Abernethy Bridge) to Hwy. 43 is the southern detour.

River Work

The contractor continues to install parts that will be used to slide the truss span north on January 19.  A photo this week shows work on the cradles that will help support the span on its journey north.  For details about how the bridge will be moved, visit our webpage on the Big Move.  More information and graphics will be added to the page next week.

Construction of two work bridges on the south side of the bridge continues.  These L-shaped temporary bridges will be used to construct the new bridge later this year. 

West Side Work

Street lights have been added to the west approach to the detour bridge.  One of this week's photos shows a worker in the bucket of a long blue manlift working on the approach.

Landslide Work – Landslide stabilization continues north and south of the bridge.  Recent work has focused near the shore line north of the bridge.  Landslide work continues through this spring.

East Side Work

Detour Bridge Approach – Electrical work was completed this week.

Sellwood Harbor – Work continues on the new end wall of the three-story residential building at the north end of the complex.  Three units were removed last year to make space for the new bridge.

Construction Work Hours:  The contractor was able to make significant progress on the detour bridge so that weekend work has been cancelled for the Jan. 5 – 6 weekend.  The contractor will work the weekend of January 19 – 20 to set up the detour bridge.  Normal weekday work hours are 7 a.m. to 6 p.m. Work hours for eastside condominiums are 8 a.m. to 5 p.m. weekdays.
