TRAFFIC ALERTS

As we enter the rainy season, much of our remaining work is weather-dependent. Last-minute schedule changes may be required. Here’s the current schedule:

  • 6th & Tacoma signal: An infestation of ants caused the signal to malfunction and delay motorists for several days this week. The problem, which was not related to construction, was fixed and the signal is working. The City of Portland has added a westbound left turn phase to improve traffic flow on Tacoma St. Police are citing drivers that make illegal left turns northbound from 6th Ave to the bridge. The City plans more signal changes to improve east/west traffic flow in the next week.
  • Spokane St.: One lane of SE Spokane St. is closed at times for several weeks during work on a stormwater line. A flagger directs traffic when the lane is closed and the trench is covered by a steel plate at night.
  • East Side Traffic Congestion: There has been an increase in traffic congestion on the east side of the bridge during peak hours. Tacoma St. and side streets near the bridge are often congested, even when construction is not occurring. • Hwy. 43 interchange: Traffic westbound across the bridge will be able to turn left at the west end of the bridge to access Hwy. 43 south. Bridge drivers will no longer need to first travel north to the turnaround at Taylors Ferry Road to travel south.
  • SE Tacoma/SE 6th Ave: The new traffic signal at SE 6th Ave. and SE Tacoma St. will reduce turn movements for northbound traffic on SE 6th, to limit cut-through traffic.  Northbound traffic on 6th must turn right (east) at Tacoma. Bicyclists and pedestrians northbound on 6th can cross Tacoma and access the bridge by using the pavement loops or signal push buttons. Drivers can cross or turn left onto Tacoma from streets east of SE 6th. A new no parking zone will be added to SE 6th Ave. south of Tacoma to accommodate turn movements. See the diagram that shows traffic movements for the new signal.

The alternate routes for motor vehicles during the closure are the Ross Island (north) or Abernethy (south) bridges, via Hwy. 43 or Hwy. 99E. For bicyclists and pedestrians, the alternate routes are the trails on either side of the river north to the Ross Island, Tilikum or Hawthorne bridges.

ODOT Ramps Closed Near Ross Island Bridge: Please note that several ramps that connect Hwy. 43 with the Ross Island Bridge/City Center/I-5 south will be closed during the Aug. 19-23 Sellwood Bridge closure. Work schedules have been adjusted so that the Sellwood Bridge will be closed on only one commute day (Monday, August 22) when the ODOT ramps are closed.  Expect traffic congestion approaching the Ross Island Bridge from the west on August 22. TRAFFIC ALERTS

Saturday, Aug. 13 Bridge Work: From 5 am to as late as 9 pm traffic will be reduced to one lane on the bridge while the contractor removes the last truss section from the detour bridge. Flaggers will keep traffic flowing in each direction, but bridge users should expect delays.

Aug. 19-23 Bridge Closure: The Sellwood Bridge will be closed to all users from 7 pm on Friday, August 19 until no later than 6 am on Tuesday, August 23. For safety reasons, the bridge sidewalk will also be closed to bicyclists and pedestrians. During the closure crews will seal the bridge deck, remove temporary striping, add permanent lane striping, and activate traffic signals at each end of the bridge.  Two major traffic changes will occur when the bridge reopens:

  • Hwy. 43 interchange: Traffic westbound across the bridge will be able to turn left at the west end of the bridge to access Hwy. 43 south. Bridge drivers will no longer need to first travel north to the turnaround at Taylors Ferry Road to travel south.
  • SE Tacoma/SE 6th Ave: The new traffic signal at SE 6th and SE Tacoma St. will reduce turn movements for northbound traffic on SE 6th, to limit cut-through traffic. See the diagram that shows traffic movements for the new signal.

ODOT Ramps Closed Near Ross Island Bridge: Unfortunately, several ramps that connect Hwy. 43 with the Ross Island Bridge/City Center/I-5 south will be closed during the next Sellwood Bridge closure. Work schedules have been adjusted so that the Sellwood Bridge will be closed on only one commute day (Monday, August 22) when the ODOT ramps are closed.  Expect traffic congestion approaching the Ross Island Bridge from the west on August 22. Alternate routes from the Sellwood Bridge to the Ross Island Bridge include Taylors Ferry/Terwilliger or Boundary/Corbett/Hamilton to Barbur to the Ross Island Bridge. Visit ODOT’s website for information on the ramp closures.

July 14 – 17 Bridge Closure: The Sellwood Bridge is closed to motor vehicles only from 6 am on Thursday, July 14 until no later than 6 am on Monday, July 18.  The closure is needed for a concrete pour and cure for the deck of the east approach. Traffic vibrations can damage concrete during the cure. The bridge is open to bicyclists and pedestrians. The Ross Island and I-205 Abernethy bridges are alternate crossings. During the closure, the City of Portland will close a lane of SE Tacoma St. between SE 6th Ave. and SE 17th Ave. to grind asphalt in preparation for a paving project this summer.

Highway 43 Lane Closures: Lanes north of the bridge are closed around the clock while the contractor rebuilds lanes in preparation for final paving. Paving of the lanes and bridge ramps is planned in late July. Night paving (7 pm to 6 am) is planned Thursday, July 21 on the southbound ramp from Hwy. 43 to the bridge and on July 22, 25-27 on Highway 43 north of the bridge.

Cemetery Entrance Closure: The entrance to historic River View Cemetery from Highway 43 at the west end of the Sellwood Bridge is closed to motor vehicles only until Thursday, July 21, weather permitting, due to construction of a new entrance. The closure will allow the contractor to build curbs, sidewalks and the new driveway, and grade and pave a public parking lot for users of Powers Marine Park. Cemetery users should enter from SW Taylors Ferry Road or SW Boones Ferry Road. The entrance from Highway 43 is open to bicyclists and pedestrians during cemetery business hours.

July 28-31 Bridge Closure: The Sellwood Bridge will be closed to all users for four days to allow the contractor to pave the Tacoma St. approach to the bridge, the westside interchange ramps and the through lanes of Highway 43.  Highway 43 will remain open.

The regional trail between the west end of the Sellwood Bridge and SW Miles Place opened Tuesday, July 5. With the opening of this new offroad trail, the old path along the east shoulder of Highway 43 between the bridge and Freeman Motors will close. The contractor will remove the sidewalk south of Freeman Motors and construct a new curb.

Users of the new trail will need to yield to construction vehicles where the trail crosses the construction road just north of the bridge. There is also four-way stop where the trail intersects with the Macadam Bay driveway.

The trail leads to SW Miles Place, where it connects with a section through Willamette Park to the north. Please use caution on SW Miles Place where the trail alignment follows a residential street. The trail is open in Willamette Park during a current Portland Water Bureau construction project, except for a section that will eventually connect with SW Nevada Street. The regional trail leads north to downtown Portland.

BRIDGE OPENING

The last week was very eventful for the project.  Several thousand fans of the old bridge turned out for a farewell candlelight walk on February 25, the night it closed forever.  Two days later an estimated 10,000 people turned out to celebrate the opening of the new bridge.  On February 29, the bridge actually opened to traffic. The first morning it was open, a woman drove her pickup truck westbound on the six-foot wide temporary path for bicyclists and pedestrians until it was stopped by the concrete barrier.  It was a strange first day for Portland’s newest Willamette River bridge.

Project Update - March 1, 2016

It was a rough first morning for the new Sellwood Bridge on March 1.  A careless driver drove a Toyota pickup truck onto the bridge's only path for bicyclists and pedestrians.  After driving several hundred feet westbound down the narrow six-foot wide path, the driver wedged the truck between the concrete barrier and steel railing, completely blocking the path.  Fortunately, no one was injured.  The driver left the scene. The construction team had to remove sections of barrier and pick up the truck with a forklift.  Traffic was flowing again by 8 am.  The driver had to drive up onto the sidewalk from the road, so this was not a case of someone misreading a traffic sign.

Two big bridge events this week:

  • Thursday, February 25 from 7:30 – 8:30 pm, a farewell candlelight walk will allow fans of the old Sellwood Bridge to cross the 90-year span one last time before it closes forever. The bridge will be closed to motor vehicles during the walk, which will be led by a local bagpiper.  Sellwood resident and former Oregon Governor Barbara Roberts will say a few words of tribute before the walk.  Meet at the east end of the bridge at SE Grand Ave. Access is also open from the Westside trail. Bring your flashlight, phone light, or electric candle to help say farewell to an old span that will close forever tonight.
  • Saturday, February 27 from noon to 4 pm, a community celebration will be held to dedicate the new bridge. Dedication speeches begin at 1 pm, followed by a ribbon cutting, Parade of the Decades, and a water cannon salute from the Portland Fire Bureau’s boat. Enjoy live music, food vendors, and booths from local businesses, non-profits, and public agencies. For event details, visit the project website.

TRAFFIC ALERTS

  • The detour bridge will close to all traffic (including bicyclists and pedestrians) on Thursday, February 25 at 7 pm. The closure will allow the contractor to dismantle the jump span between the bridges, demolish part of the east approach, set up the next traffic stage, and complete other tasks.  The contractor will work around the clock during the closure to get the new bridge ready to open. The Ross Island Bridge and the Abernethy Bridge (I-205) will be the main alternate routes.  Bicyclists and pedestrians may prefer the Hawthorne Bridge as an alternate. The new bridge will open to traffic the first week of March. Watch for an email update for the reopening date and time.

Will Sunday Parkways 2016 pass your street? New Milwaukie/Sellwood bike route rolls out

By Dillon Pilorget, The Oregonian - February 17, 2016

There are few feelings like biking down a car-free street, surrounded only by a mob of other cyclists and the occasional walker or skateboarder. That feeling is what Portland's free Sunday Parkways rides are all about, and this year's lineup of five easy-going rides will offer it up on a brand new route through Sellwood and Milwaukie.

Sunday Parkways rides get rolling May 15 in East Portland, closing out Oct. 2 with the new Sellwood/Milwaukie route. The loop routes travel about eight miles through different Portland neighborhoods and past parks, where everything from Zumba classes to bike obstacle courses await next to ice cream trucks and bike repair stations.

This year's new route replaces one that last year traveled north through Sellwood to then just-opened Tilikum Crossing. Much in that style, the Sellwood/Milwaukie route will pass over the new Sellwood Bridge, which is set to open March 1.
