Westside concrete pours for Sellwood Bridge work

Field Work Update - June 17, 2014

Two concrete pours for the new Sellwood Bridge will require longer work hours and some minor traffic impacts this week on the west side of the river:

Tuesday, June 17:  A pour for a retaining wall on the west side of Hwy. 43 south of the bridge will continue until about 8 p.m. tonight.  Flaggers will hold traffic when concrete trucks arrive or depart the site.  One southbound lane is closed until 4 p.m. One northbound lane is closed at the far south end of the project to provide a safe zone for the flaggers.

Wednesday, June 18:  A concrete pour is scheduled to start in the early morning for the west river pier (Bent 4), where the first section of pier wall will be poured. Crews will arrive on the west side at 12:30 a.m. and concrete trucks will arrive starting at 2 a.m.  The operation is expected to end around noon.  Flaggers will need to hold traffic on Hwy. 43 when trucks arrive and exit the work zone north of the bridge.  All southbound lanes will be open to assist with traffic flow.  Lights will be needed for this night work.

Sellwood Bridge Construction Traffic Alert for March 28 - 29

March 27, 2014

Traffic on Highway 43 near the Sellwood Bridge will be impacted by a major concrete pour scheduled for the new bridge on Friday and Saturday, March 28–29.  About 250 concrete truck deliveries will be required over a 36-hour period to pour the footing for a column near the west bank of the river.  Work begins at 2 a.m. Friday and could last until Saturday afternoon. Twenty-five hundred cubic yards of concrete will be poured in a continuous operation.  Work lights will be needed at night.

Trucks will access the site from Highway 43, traveling south from the Ross Island Bridge and turning left into the work zone entrance south of the Sellwood Bridge.  The outside northbound lane will be closed north and south of the bridge to allow flaggers to hold northbound traffic when trucks arrive and to allow trucks to quickly exit the work site. Both southbound lanes of Highway 43 will remain open to improve traffic flow.

Traffic congestion may increase during the Friday morning and afternoon commutes. Drivers may want to consider alternate routes such as SW Taylors Ferry Road or SW Terwilliger Blvd. to avoid delays.

The footing will support two steel arch river spans on the west bank and four lanes of bridge traffic above.

Tying rebar for westside retaining walls

Due to a recent schedule change, the weekly Field Work Update will typically be sent each Monday instead of Friday, effective today.

TRAFFIC ALERTS

Hwy. 43 weekday lane closures: The outside southbound lane of Hwy. 43 remains closed weekdays (except from 4 p.m. to 7 p.m. and on Friday, March 28) between SW Taylors Ferry Road and the project limits south of the bridge while the contractor works on retaining walls. A northbound lane is also closed weekdays from 9 a.m. to 4 p.m. north of the bridge due to work on the retaining walls.

Water Line Relocation: A major task for the project this spring is relocating a 16 inch water line that runs along Hwy. 43, providing water service to the Riverdale area.  The line needs to be relocated due to construction of the new interchange.  Installation of the new line south of the bridge begins on March 24 and will last for at least one month.  This work will happen within the closed traffic lanes at first.  In April night-time lane closures will be required.

Westside Concrete Pour March 28 – 29:  One of the largest concrete pours of the project starts Friday, March 28 at 2 a.m. and continues until Saturday afternoon.  About 250 concrete truck deliveries will be needed for the massive footing at Bent 3, which will support the steel arch spans on the west bank of the river and four lanes of traffic above.  Trucks will arrive from the north and turn left into the work zone from Hwy. 43 south of the bridge.  Both southbound lanes will be open during the pour to improve traffic flow.

Oaks Park Spring Break Traffic:  With Oaks Park open for Spring Break this week, traffic has been heavier than normal during the day.  Please allow extra time for day time trips in the project area this week.

TRAFFIC ALERTS

Fallen Trees:  Traffic on the bridge and Hwy. 43 was slowed on February 24 – 25 after strong wind gusts toppled trees onto Hwy. 43 and Hwy. 99E, outside our project limits.  One incident closed Hwy. 43 for several hours south of the bridge.  Recent rains have saturated the ground, leading to more downed trees during windstorms.  Please drive with caution during windstorms.

Hwy. 43 weekday lane closures: The outside southbound lane of Hwy. 43 is closed weekdays (except from 4 p.m. to 7 p.m.) between SW Taylors Ferry Road and the project limits south of the bridge while the contractor works on retaining walls. A northbound lane is also closed weekdays from 9 a.m. to 4 p.m. north of the bridge due to work on the retaining walls.

Other Projects: Two other projects are impacting traffic on Hwy. 43 north of the bridge.  Neither is related to Sellwood Bridge work.  Portland General Electric crews will work at the intersection of Hwy. 43 and SW Taylors Ferry/SW Miles St. on Friday, February 28 from 9 a.m. to 3 p.m. and Sunday, March 2 from 7 a.m. to 2 p.m. The work will require a northbound lane closure on Friday and the traffic signal will need to be turned off on Sunday, when flaggers will direct traffic.

Meanwhile, a short section of sidewalk next to Freeman Motors along the east side of Hwy. 43 is being repaired.  Sidewalk users should follow the detour signs around the sidewalk closure, via the parking lot.   This work should be completed in the next few days.

The contractor had been given permission to keep the bridge closed until as late as 5 a.m. on February 20 to complete the work.  The drilling team worked around the clock from midnight on Friday and encountered no major obstacles during the operation.  A line of steel soldier piles were installed under the traffic lanes for a wall that will support a new Highway 43 interchange with the bridge.

TRAFFIC ALERTS

New dates for February bridge closure:  The Sellwood Bridge closure has been rescheduled to start at midnight on Friday, February 14 and end by 5 a.m. on Thursday, February 20.  The dates were shifted to avoid closing the bridge on Valentine’s Day and negatively impacting local restaurants and retailers. The closure still includes two normal commuting days (February 18 – 19).  February 17 is a public holiday.

A few road signs with the old closure dates are being updated.

The closure will affect all traffic modes, including bicyclists and pedestrians.  It will allow the contractor to work on a wall for the new interchange.  Hwy. 43 will remain open during the closure.

New Traffic Signal:  Please note that the only signal phase that requires westbound bridge traffic to stop at the west end of the bridge is when a pedestrian or bicyclist activates the signal to use the crosswalk.  The signal is often turned off on weekdays between 9 a.m. and 4 p.m. when flaggers direct traffic.  This week new curbing and lane delineation were added to the interchange.

Hwy. 43 weekday lane closures: The outside southbound lane of Hwy. 43 is closed weekdays (except from 4 p.m. to 7 p.m.) between SW Taylors Ferry Road and the project limits south of the bridge while the contractor works on retaining walls on the west side of Hwy 43.
