TRAFFIC ALERTS

Now that the deck of the new bridge is complete, a construction entrance will be added at the east end of the bridge. Expect minor traffic delays between 9 am and 4 pm on Jan. 6 when the entrance is added. Concrete barriers will be replaced with barricades that can be moved when trucks enter the work zone. This is a construction entrance only, so be cautious of construction vehicles entering and exiting on the bridge. The outside southbound lane of Hwy. 43 is closed north of the bridge from 7 am to 4 pm on weekdays.

Drivers should check crosswalks in the intersection before turning right on red to avoid conflicts with pedestrians and bicyclists.
  • A concrete deck pour is scheduled to begin at 3 am Saturday, Dec. 5 with  trucks accessing the work zone from SE Tacoma St. and SE Spokane St.
  • The outside southbound lane of Hwy. 43 is closed north of the bridge from 7 am to 4 pm on weekdays.

The northbound lane of Hwy. 43 now uses the new interchange ramps and the southbound through lane travels under the new bridge (see article).  This will continue until summer 2016. Southbound traffic uses the right outside lane to access the bridge (not the left lane as before). The left lane is used for through traffic (Portland to Lake Oswego). The traffic signal has been adjusted to improve traffic flow. Drivers should check crosswalks in the intersection before turning right on red to avoid conflicts with pedestrians and bicyclists.
  • On Monday, Nov. 30 a concrete deck pour is scheduled from 8 am to late afternoon with concrete trucks accessing the work zone from SE Tacoma and SE Spokane St.
  • The outside southbound lane of Hwy. 43 is closed north of the bridge from 7 am to 4 pm on weekdays.

In the new stage, southbound traffic will use the right outside lane (not the left lane used now) to access the bridge. The left lane will be for through traffic. The southbound TriMet bus stop by the cemetery will close on Nov. 16 and not reopen until summer 2016. Shifting the traffic will create space for the contractor to build the second through lane under the bridge. This traffic change is expected to happen the week of November 16, weather permitting.

  • In the next several weeks several parking spaces on the south side of SE Spokane St. between SE Oaks Park Way and the driveway to Riverpark condominiums will close temporarily during installation of a storm drain line. No parking signs will be posted in advance.

Major Traffic Change in November

The contractor is preparing for a major traffic change in early November, when the northbound lane of Hwy. 43 will shift onto the new interchange ramps and the southbound through lane will be routed under the new bridge (see diagram).  Shifting the traffic will create space for the contractor to build the second through lane under the bridge.

A traffic signal will be repositioned at the west end of the bridge to govern the new traffic flow.  Southbound traffic will use the right outside lane to access the bridge. Traffic headed to River View Cemetery will use a new entrance that lines up with the new interchange.

Watch for road signs and email updates about this traffic change tentatively planned for Nov. 7-8.

TRAFFIC ALERTS

The project team wishes to acknowledge the traffic congestion that impacted many motorists in the project area this week.  Construction impacted commuters more than normal and problems on alternate routes added to the congestion. Traffic flow should improve next week after major paving work is complete.

  • Construction will impact traffic on the bridge, Tacoma St. and Hwy 43 through Sunday, Oct. 4.  Hwy 43 lanes are closed between the bridge and SW Taylors Ferry Road during paving and work near the entrance to Freeman Motors and Macadam Bay. One of the four highway lanes is closed during peak commute hours and two lanes are closed during off-peak daytime hours.  Traffic flow should return to normal after lanes are striped on Sunday, Oct. 4. Drivers should expect delays and consider alternate routes such as the Ross Island Bridge and SW Taylors Ferry Road and SW Terwilliger Blvd.
  • By Monday, Oct. 5, bicyclists and pedestrians will follow the right shoulder of Hwy. 43 between the bridge and SW Taylors Ferry.  The offroad regional trail between the bridge and SW Miles Place will open in 2016.

Hwy. 43:

  • Hwy. 43 will be reduced to two lanes between the bridge and Freeman Motors from 9 am on Friday, Sept. 25 until Sunday, Sept. 27 during asphalt paving. Drivers may want to consider alternate routes such as the Ross Island Bridge or SW Taylors Ferry and SW Terwilliger during the Friday afternoon commute to avoid delays. The paving is weather-dependent.
  • The existing driveways to Macadam Bay and the south driveway of Freeman Motors will permanently close by noon on Friday, Sept. 25. Between 9 - 10 am the new shared driveway to Macadam Bay and Freeman Motors will open.

The path along the east edge of Hwy. 43 between the bridge and the driveway to Macadam Bay has shifted to a new path along the trolley corridor, which includes switchbacks. The change will allow the east shoulder of Hwy. 43 to be rebuilt. On work days flaggers are positioned at each end of the trail and where the trail passes near construction vehicles. Safety fencing has been installed along the trail. Trail users should remain alert when riding through the busy project area.
  • Beginning Tuesday, September 8 there will be only three traffic lanes in use between the bridge and the Macadam Bay driveway, due to reconstruction of the east shoulder. Two lanes will alternate north or south, depending on the peak direction of traffic. One lane will be open in the off-peak direction.  The fourth lane will reopen in October.

The Sellwood Bridge contractor has revised the paving schedule for this weekend, due to a forecast for rain. Paving is planned for the multi-use path north of the bridge (off the highway) and on new through lanes of Hwy. 43 south of the bridge.

Here is the revised schedule:

  • Friday, Aug. 28: Pave the multi-use path between the bridge and Macadam Bay driveway. Asphalt trucks will entering and exit the work zone during daytime hours.
  • Saturday-Sunday, Aug. 29-30: No paving.
  • Monday-Tuesday, Aug. 31-Sept. 1 (weather permitting): Pave new Hwy. 43 through lanes south of bridge during daytime hours. Northbound traffic will be reduced to one lane south of the bridge.

Hwy. 43: 

  • A northbound lane is closed north of the bridge between 9 am and 3 pm on weekdays.
  • A southbound lane is closed at times on weekdays north and south of the bridge from 7 am to 4 pm.
  • Road and trail paving are planned August 28 – 30 (weather permitting) south and north of the bridge. From Friday morning until Sunday evening, northbound traffic will be reduced to one lane south of the bridge.  Rain is forecast for the weekend. An update will be sent out if the weekend work is postponed.
  • The bicycle/pedestrian path between the bridge and the Macadam Bay driveway will be re-routed on Monday, August 31 down to the newly paved path along the trolley line. The detour, which includes switchbacks, will be in place several weeks while a retaining wall along the east side of Hwy. 43 is demolished. Flaggers will direct traffic at the Macadam Bay driveway and at the south end where trail users travel near road and construction traffic.
  • Double lane closures are scheduled north of the bridge from 7 pm – 6 am Monday to Wednesday, August 31 – September 2 during final installation of wire rock fall netting on the hillside north of the retaining walls.

  • Night work on Hwy. 43 is postponed until the end of August.  The contractor will need 3 - 4 more nights to finish installation of the rockfall netting.
  • On Friday, Aug. 7 a concrete pour is scheduled to start at 6 am for the deck of the northeast ramp from the bridge to Hwy 43. Crews will arrive at 5 am. During the day 30 concrete trucks will exit the Macadam Bay driveway onto Hwy. 43, where a flagger will direct traffic.
  • A daytime single lane closure on Hwy. 43 (northbound, north of bridge) is scheduled Monday, Aug. 10, from 9 am to 3pm.
  • A daytime single lane closure on Hwy. 43 (southbound) is planned from 7 am - 4 pm on weekdays next week.

  • 6th Ave.: SE 6th Ave. will be closed between SE Tacoma St. and SE Spokane St. on weeknights and early mornings, from 11 pm to 10 am during construction of the new traffic signal and intersection next week. Use alternate routes such as 7th, 8th and 9th Avenues. Flaggers are used at SE 6th Ave. and SE Tacoma St. to assist the public when construction vehicles enter or exit this busy work zone.

Hwy. 43 Lane Closures: For this week:

  • Single lane closure 6 AM to 9 AM on southbound OR-43 north of the bridge for retaining wall work.
  • Double lane closure on OR-43 (north of the bridge) 7 PM – 6 AM for installation of wire mesh on the hillside north of the retaining walls (north of the bridge). Expect delays.

SE Tacoma and 6th Ave:   There will be a lot of work at this intersection next week including:

  • June 15-19 crews will demolish the Northeast corner of SE 6th and Tacoma to install light poles, traffic signal junction boxes and poles,  curbs and sidewalk. 
  • June 15- 19 (days) - the southbound lane of SE 6th Ave between Tacoma and Spokane will be closed to traffic for road reconstruction.  Travelers should use SE 7th Ave as an alternate.  Northbound 6th Ave remains open

Flaggers will be present to direct traffic and help construction vehicles enter the site.  Please use caution in this area. 

Bridge Crane:  Bridge travelers may notice a large crane has been erected on the south side of the new bridge.  This crane will be used to place bridge decking materials for the next several months.  The crane may occasionally swing near the detour bridge eastbound lanes of traffic about 50 feet above.  Also, at night, when not in use, the crane will rotate freely (with the wind).  This free rotation helps reduce stress on the crane created by wind gusts.  There is no risk to those traveling across the bridge.

Willamette River:  As we move into hotter weather, more people are out on the water.  Please remember that the area around the Sellwood Bridge is a NO WAKE zone.  Crews are working on platforms, moving equipment, steel and other components, and wakes can create a safety hazard.  Please lower the speeds on your watercraft when approaching the bridge, so that no wake is created.

City of Portland BES Project: This is a courtesy announcement about another project.  The contractor is installing about 1,000 feet of 24-inch concrete pipe along SW Taylors Ferry Road, 800 feet of 48-inch concrete pipe along SW Virginia Avenue, and permanent odor controls east of SW Taylors Ferry Road There are periodic full closures of Taylors Ferry for this work. Hwy. 43 Lane Closures: There will be nighttime double lane closures (7 pm- 6 am) of the southbound outside lane of Hwy 43 beginning June 8 for installation of wire mesh on the hillside north of the retaining walls (north of the bridge).  Flaggers will be present to help direct traffic.  The closures will take place Monday through Thursday nights for four weeks as crews drill anchors and place meshing that will protect against rock falls.

Also this week, expect:

  • Single lane closure 6AM to 9AM on southbound OR-43 north of the bridge
  • Double lane closure on OR-43 (north of the bridge) 9AM-4PM
  • All lanes open 4PM-7PM

Tacoma Street:   Crews are finishing up work on the Northwest corner of SE Tacoma at 6th this week.  Beginning June 15, crews will demolish the Northeast corner of SE 6th and Tacoma to install light poles, curbs and sidewalk.  Flaggers will be present to direct traffic and help construction vehicles enter the site. There are several phases to the work at this intersection, with minor traffic shifts during each phase.  Please use caution in this area. 

Note that from June 22 to July 2, SE 6th Street, north of Tacoma will be closed to traffic to install conduits and storm water facilities, and grade/repave the road.  Travelers should use 7th or 8th streets to access the north side of Tacoma. The road will reopen July 2nd.

New Traffic Pattern on West Approach: The bridge reopened at midnight last Saturday, more than a day ahead of schedule, after the contractor shifted traffic onto the west end of the new approach. Bicyclists and pedestrians can now cross Hwy. 43 more easily. The timing of the traffic signal was adjusted after some initial traffic delays on Monday afternoon. Drivers experience a new curve at the west end of the bridge, so remember to travel under the 25 mph speed limit (see photo).

This will allow construction of the ramp from the bridge to northbound Hwy. 43. Highway traffic will not be impacted by the bridge closure. The contractor will complete the transition structure from the detour bridge to the new west approach this week.

During the closure, Tacoma St. will be closed to through traffic at 7th Ave., due to work at 6th Ave. and Tacoma and staging for the girder installation. Tacoma St. can always be crossed at SE 7th Ave.

Hwy. 43 Lane Closures: Lane closures in both directions are planned all next week south of the bridge from 9 am to 4 pm during installation of storm drain pipe across Hwy 43. North of the bridge, the outside southbound lane will be closed during the week from 7 am to 4 pm during work on drainage structures on the slope above the retaining walls.

Springwater Trail:  The trail will be closed for a few minutes at a time on Wednesday, April 15 under the bridge. Flaggers will direct traffic when the trail is closed.

Hwy. 43 traffic impacts: Lane closures are planned from 7am to 4 pm next week in the southbound outside lane north and south of the bridge during finish work on retaining walls and installation of gutters behind the walls (see photo). Thursday and Friday of this week crews will be placing a drain across Hwy 43. Work will start at 9 am and will affect both northbound and southbound traffic south of the bridge on Hwy 43.

Tacoma Street:  Work to widen and rebuild the south side of SE Tacoma St. between SE 6th Avenue and the bridge begins Monday.  There will be some shifts to traffic lanes and pedestrian/bicycle routes in the next few months as a result of this work. A temporary “no parking zone” will be established on April 20th on the south side of Tacoma from 6th Avenue east to realign eastbound traffic. There will be intermittent construction traffic on SE Grand Avenue between Spokane St. & SE Tacoma St.  In addition, Portland Water Bureau will start Monday on waterline work on Tacoma St.  This work will continue for a few weeks.

The Springwater Trail between SE Umatilla St. & SE Spokane St. will be closed on Wednesday (4/8) and Thursday (4/9) from 7:30am – 4:00pm for Bent 11 construction activity. Flaggers will assist cyclists and pedestrians

Hwy. 43 traffic impacts: Lane closures are expected next week in the southbound outside lane north and south of the bridge to install street light poles, traffic signal poles and aerial spans. A new traffic signal is being set up for the next traffic stage in May. That stage will shift traffic onto the west end of the new bridge, to allow the northbound ramp to be built.

South of the bridge the outside northbound lane will be closed at times next week when large concrete blocks will be offloaded and installed for a retaining wall on the southeast ramp.

A major concrete pour is planned on Wednesday, March 4 for the deck of Span 2, with increased concrete truck deliveries that day.

North of the bridge, trail and motor vehicle traffic may experience brief delays due to waterline work along the east edge of Hwy. 43. Flaggers will direct trail traffic at times.

Spokane Street/6th Ave. Parking: A no parking zone will be established on March 5 – 6 at locations along SE 6th Ave. near SE Spokane St. and on Spokane between 6th Ave. and SE Oaks Parkway. The parking spaces need to be closed on days when large construction cranes will be delivered for erection of the east side steel arch span.

Hwy. 43 traffic impacts: Trail and motor vehicle traffic north of the bridge may experience brief delays next week due to waterline work along the east edge of Hwy. 43. The outside northbound lane will be closed at some off-peak times to allow exiting dump trucks to accelerate safely onto the highway (see photo). Trail users may be asked to wait at times for trucks and equipment to be cleared from the trail.

City Sewer Project on Taylors Ferry Road: Many people contacted us this week to ask about new construction signs seen on Taylors Ferry Road. These are for a City of Portland sewer project that is not related to the Sellwood Bridge project. Hwy. 43 traffic impacts: There will be short-term closures of the outside southbound lane north of the bridge for installation of streetlight pole foundations and lights. Trail traffic north of the bridge may experience brief delays next week due to waterline work along the east edge of Hwy. 43.  The outside northbound lane will be closed at some off-peak times to allow exiting dump trucks to accelerate safely onto the highway.

Trail traffic just north of the bridge may experience brief delays next week due to waterline work along the east edge of Hwy. 43.  Flaggers will direct trail traffic at these times. Traffic on Highway 43 near the Sellwood Bridge will be impacted by construction activity most of the day on Wednesday, February 4. Work will begin before the morning commute and may continue into the evening. A contractor will need to shift traffic lanes and perform a number of tasks as highway lanes north of the bridge shift west against new retaining walls. A concrete pour for the new bridge is also scheduled. Drivers should expect delays on the bridge and Highway 43 throughout the day as crews remove old striping, add new striping, install barriers and fencing. The shift will allow crews to construct the east side of the interchange. Drivers may want to use alternate routes such as the Ross Island Bridge or SW Terwilliger Blvd. on Wednesday.

Springwater Trail: The trail has reopened between Spokane St. and Umatilla St. but trail users may experience short delays during construction of the east approach. Flaggers will direct trail traffic during work near the trail.

Hwy. 43 lane closures: The outside southbound lane of Hwy. 43 is closed weekdays and Saturdays until 4 p.m. between SW Taylors Ferry Road and the bridge while the contractor works on the west side of traffic lanes. Work next week includes grading, paving and installation of streetlight poles.

February 7 Traffic Change: A major traffic change takes place on Hwy. 43 on Saturday, Feb. 7 when traffic lanes will be shifted west against the new retaining walls north of the bridge. This will be a good day to avoid Hwy. 43, as the contractor will be removing old striping, placing new striping, installing traffic barriers and chain link fence. Work on Friday, Feb. 6 will also impact traffic in this area. The traffic shift will allow the contractor to build the east side of the interchange and relocate a waterline.

Springwater Trail:  The trail is closed between Spokane St. and Umatilla St. until Jan. 31 while a contractor drills foundation shafts for the abutment of the east approach.  A detour using SE 7th Ave. is in place during the closure.

Alert: Tacoma St. construction to impact traffic Jan. 14 - 16

Construction for a private residential project will impact traffic on SE Tacoma St. near SE 6th Ave. from 9 a.m. to 3 p.m. January 14 - 15 and possibly on January 16. Two traffic lanes on Tacoma St. will be closed during excavation for a sewer line. During work hours flaggers will direct traffic on a single open lane on the south side of Tacoma St. This work is not part of the Sellwood Bridge project but it will add to traffic congestion near the bridge. Travelers may want to consider alternate routes such as the Ross Island Bridge to avoid delays during this work.

Springwater Trail: Flaggers will control traffic on the trail under the bridge between Spokane St. and Umatilla St. during work hours the week of Jan. 12 while the drilling contractor accesses the east abutment area.  Trail users may be delayed a few minutes at times.  This section of the trail will be closed for two weeks starting January 19 when the foundation shafts for the abutment are being drilled.  A detour using SE 7th Ave. will be posted during the closure.
